How to Report Corruption in Nepal (2026 Guide): CIAA, Hello Sarkar & RTI

How to Report Corruption in Nepal (2026 Guide): CIAA, Hello Sarkar & RTI

Corruption costs Nepal billions of rupees every year — but most citizens never report it because they don't know where, how, or whether it's safe. This guide covers every official channel, plus how to report anonymously online. भ्रष्टाचार देख्नुभयो? यो गाइडले तपाईंलाई कहाँ र कसरी उजुरी गर्ने सिकाउँछ।

1. The CIAA (अख्तियार दुरुपयोग अनुसन्धान आयोग)

The Commission for the Investigation of Abuse of Authority is Nepal's constitutional anti-corruption body. It investigates bribery, embezzlement, and abuse of power by public officials.

  • Website: ciaa.gov.np — online complaint form available
  • Hotline: 107 (toll-free)
  • In person: CIAA headquarters (Tangal, Kathmandu) or any provincial office
  • What to include: the official's name and office, what happened, when, and any evidence (documents, photos, recordings)

You can file anonymously, but complaints with evidence and contact details are prioritized. The CIAA cannot investigate the judiciary, army, or decisions of parliament — for those, see the alternatives below.

2. Hello Sarkar (हेलो सरकार) — 1111

The Prime Minister's Office grievance portal handles service delays, misconduct, and general complaints about any government office.

  • Phone: 1111 (toll-free) | SMS: 1111
  • Web: gunaso.opmcm.gov.np
  • Complaints are forwarded to the relevant agency, and you receive a tracking number.

3. The National Vigilance Centre (राष्ट्रिय सतर्कता केन्द्र)

The NVC monitors corruption prevention inside government agencies — best for reporting procurement irregularities and technical audits of public construction.

4. Nepal Police

For crimes in progress — extortion, active bribery, fraud — call 100 or visit the nearest police station. The Central Investigation Bureau (CIB) handles organized financial crime.

5. Right to Information (सूचनाको हक): Your Investigation Tool

Under the RTI Act 2064 (2007), every Nepali citizen can demand information from any public body — budgets, spending records, appointment decisions, contract awards. Agencies must respond within 15 days.

RTI is often the most powerful first step: get the documents, then file a complaint with evidence attached. Use our free RTI Request Generator to create a legally formatted application in Nepali or English.

6. Report Anonymously Online (with a Tracking Code)

If you're not ready to approach an agency directly, you can file an anonymous report on Raise Your Voice Nepal:

  1. Describe what happened — no login, no name required
  2. Attach evidence links if you have them
  3. Receive a private tracking code (e.g. RYV-2026-XXXXXX)
  4. Our moderators verify reports and publish anonymized cases to the public case wall
  5. Track your report's status any time with your code

Protect Yourself

  • Never confront the official directly about your complaint
  • Keep original documents; submit copies
  • Whistleblower protections in Nepal are limited — anonymous reporting is a legitimate choice
  • Journalists and NGOs (Transparency International Nepal) can amplify verified cases

One report can start an investigation. Silence guarantees nothing changes. आवाज उठाउनुहोस्।
